The framework remains structured around five core competence areas that reflect real-life digital demands faced by citizens, including accessing and evaluating information, collaborating online, creating digital content, staying safe and maintaining wellbeing, and solving problems using digital tools. These competences are directly relevant to employability, civic participation and personal development.
A major strength of DigComp 3.0 is the integration of AI across all competence areas. Rather than treating AI as a separate topic, the framework rightly embeds it throughout, emphasising critical understanding, ethical awareness and responsible use. This is particularly important for adult learners who often encounter AI-driven systems in the workplace and public services without formal preparation.
The introduction of detailed learning outcomes and a streamlined four-level proficiency structure strengthens the framework’s usefulness for digital education at different levels.
